Public Health Guidelines for Referees for Fall 2021

   Area 1P guidelines for Referees:
  • Center referees and assistant referees: During game play, masks recommended. Masks required at all other times.
  • There should be no physical contact including shaking hands, back patting etc. In addition, all efforts should be made to maintain the maximum physical distance between the referee, participants and spectators.
  • Referees must remain physically distanced from others at any time they are not wearing a face mask or if their face mask is temporarily removed. Referees may lower their masks to drink.
  • Electronic whistles are encouraged.
  • A weekly negative test result is required for all referees who are not fully vaccinated.
  • All referees must register or update their volunteer registration as AYSO volunteers for the current year (2021).
  • All referees must have completed the CDC concussion training, Sudden Cardiac Arrest Training and AYSO Safe Haven training (can be found here)

   Area 1P guidelines for all participants:

  • Coaches - Masks REQUIRED during all practices and games.
  • Spectators - Masks REQUIRED during all practices and games. Spectators should maintain a modicum of social distance as another safety measure.
  • Players - Masks are recommended, but not required, when playing or practicing. Masks are required when not actively playing or practicing, including when sitting out as a sub. Players may lower their masks to drink.
  • All local school, city and county guidelines take precedence and must be followed. Below is a summary of the LA County Guidelines for Youth Sports

   Summary of LA County Guidelines:

  • A weekly negative test result is required for all participants 12 and older who are not fully vaccinated, including children who are playing, staff, coaches, volunteers and spectators; weekly school testing fulfills this obligation.
  • Fully vaccinated youth are not required to test weekly unless there is a positive case among players, coaches and/or staff.
  • If there is a positive case, all players, coaches, staff and volunteers (regardless of vaccination status) are required to have a weekly negative test result for two weeks from exposure to the case and must test negative prior to competitions.

Volunteer Requirements

  • All volunteers must register or update their volunteer registration as AYSO volunteers for the current year.
  • All volunteers must complete SAFE Haven, Concussion Awareness and SCA online courses before officiating any games.
     - Safe Haven (AYSOU - Online Courses)
     - CDC concussion training (AYSOU - Online Courses)
     - Sudden Cardiac Arrest Training (AYSOU - Online Courses)


Area 1-P 16U & 19U Referee Schedules

If volunteer referees want to sign up for Area games, including Upper Division,  Area Playoffs and Area All Stars,they would login here: Inleague-Region 76
These competitions are hosted on the Region 76 InLeague76 site and if not already done so, volunteers will need to register as a user in Region 76.

All volunteers are required to update/re-sign their volunteer applications every year. When logging into the schedule at Inleague76, volunteers might be asked to update their application again - even if already done (if the volunteers is from a region other that 76). They should do it again - it is only so the systems can sync their databases.
Once logged in to the site, choose "Referees" and then "Referee Schedule Signup".
Make sure you choose the correct competition from the dropdown list on the top left.

To officiate on 16U/19U games, they might also need to be approved. They can be approved by the Area Schedulers, Barry Moser ( [email protected] ) or Kevin Knopf ( [email protected] ).

For the sake of completeness, following are the guidelines we ask all UD referees to follow:

  • Please cover at least one AR slot for each ref (center) slot.
  • Only sign up for matches that meet your comfort and badge levels.
  • Games that begin late may be shortened.  Games MUST end on time.
  • Substitutions will be on the "eighths". There will not be Monitored Substitutions.
  • Recording Scores - please enter the scores at Inleague after your match.  Log-on to InLeague, click on "Referees", then "Scores and Standings" in the drop-down menu, then select the division of the game you refereed.  The next screen will ask you to enter the score for your match(es).
  • Game Cards -  scan/photograph game cards and monitored sub sheets and email to [email protected]
  • Red Cards - If you have an ejection in your match, please fill out a misconduct report: Misconduct Report   Please email it to Ken Kotarski ([email protected]), Area Director, and Tony Robinson ([email protected]), Area Referee Administrator.
  • ID cards - are mandatory beginning 9/26/21. Points for seeding begin 10/2/2021.
    Before the start of the game, the coach will present the ID cards for all the players shown on the lineup card to the referee. The coach and any assistant coach shall also present their ID cards to the referee. The referee will check the players and coaches against the ID cards and will return the ID cards to the coach. If a player, coach, or assistant coach is ejected before, during, or after a game, the coach shall immediately surrender the ID card of the ejected person to the assistant referee or the center referee. The game will not be restarted unless the ID card is surrendered. If the card is not surrendered, the referee may terminate the game. ID cards will be returned after player name and uniform number, or coach name are noted for the misconduct report.
